Policy Guidance

States request and receive guidance from the Office of Vocational and Adult Education (OVAE) on the implementation of the national accountability system. The NRS policy and procedures guidance come in several user-friendly formats.

Implementation Guidelines
The NRS Implementation Guidelines provides basic guidance to state adult education programs to meet the federal requirements for data collection and reporting. The document is available for download in Word and PDF. Online applications that support learning about NRS policies and procedures include:

Online Course: What is the NRS?
This self-paced, online course provides an introduction on the basics of the NRS for those new to the NRS. The course takes approximately 30 minutes to complete and easily fits into a busy schedule.

Facilitated Online Course: NRS Basics

Every other year the NRS project facilitates a 7-week course for new state staff to look in-depth at the NRS. Participants must be nominated by their state director—contact NRS@air.org for more information about the next NRS Basics offering.
