Data Tools for Monitoring and Program Improvement: 

Missouri has a Continuous Improvement Plan (CPI) for its Adult Education and Literacy Programs, outlined online. The state office performs monthly desk reviews of all funded programs.

Based on the Missouri Adult Education and Literacy (AEL) State Plan, the state AEL office is required to conduct tiered monitoring of all AEL programs at least once every 3 years. This review process includes grant/contract compliance, data, program operation, and fiscal reviews.

State Tools and Resources: 

Missouri is one of the states that uses a performance-based funding formula for its adult education programs. Beginning in 2012, 10% of funding is based on the prior years’ performance. These documents explain the budget process.
